Medicaid pays for: doctor visits, hospital care, labs, prescription drugs, transportation, routine shots for children, mental health and substance abuse services. <a href=\"https:\/\/assist.dhss.delaware.gov\/\">Apply for Medicaid<\/a>.<\/p>\n\n\n\n\n\n\n\n\n\n<ul style=\"font-size: medium;\">\n\n\n\n\n <li>Delaware Medicaid providers may access the Delaware Medical Assistance Provider manual at:\u00a0<a href=\"https:\/\/medicaid.dhss.delaware.gov\/\">https:\/\/medicaid.dhss.delaware.gov\/<\/a>.<\/li>\n\n\n\n\n<\/ul>\n\n\n\n\n\n\n\n\n\n<h2>Eligibility<\/h2>\n\n\n\n\n\n\n\n\n\n<ul style=\"font-size: medium;\">\n\n\n\n\n <li>You can have a car, bank account, and a home and still qualify for Medicaid. DMMA does not look at any of your resources when determining your eligibility for Medicaid.<\/li>\n\n\n\n\n <li>You can work and still qualify for Medicaid.<\/li>\n\n\n\n\n <li>Some persons can have other insurance and still receive Medical Assistance.<\/li>\n\n\n\n\n <li>Low-income uninsured adults between the ages of 19 and 65 may qualify for Medicaid.<\/li>\n\n\n\n\n <li>Certain children living with stepparents, grandparents, or siblings with income may receive Medicaid.<\/li>\n\n\n\n\n <li>Needy families with children may be eligible for Medicaid if they are part of Temporary Assistance for Needy Families.<\/li>\n\n\n\n\n <li>When a family getting a welfare check starts working and leaves welfare they still may receive Medicaid.<\/li>\n\n\n\n\n <li>Low-income pregnant women and children under age 19 may qualify for Medicaid.<\/li>\n\n\n\n\n <li>Most women of child bearing age may be eligible for birth control and family planning services for up to 24 months after their regular Medicaid stops.<\/li>\n\n\n\n\n <li>You may qualify for retro-eligibility click\u00a0<a href=\"\/wp-content\/uploads\/sites\/9\/dmma\/pdf\/retro_member_flyer.pdf\">Here<\/a>!<\/li>\n\n\n\n\n<\/ul>\n\n\n\n\n\n\n\n\n\n<p>Most people receiving Medicaid are enrolled with one of the managed care plans under the Diamond State Health Plan.<\/p>\n\n\n\n\n\n\n\n\n\n<p>To apply for Delaware Healthy Children&#8217;s Program\u00a0<a href=\"https:\/\/assist.dhss.delaware.gov\/\">click here<\/a>.<\/p>\n\n\n\n\n\n\n\n\n\n<p>\u00a0<\/p>\n\n\n\n\n\n\n\n\n\n<hr>\n\n\n\n\n<h2>Diamond State Health Plan &#8211; Delaware&#8217;s Medicaid Managed Care Program<\/h2>\n\n\n\n\n\n\n\n\n\n<p>The majority of people receiving Medicaid must choose a family doctor who, along with a managed care organization (MCO), will provide or arrange for all your preventive care and medical needs.\u00a0 The following individuals are not enrolled with a MCO:<\/p>\n\n\n\n\n\n\n\n\n\n<ul style=\"line-height: 2.1em; margin-top: 1em; margin-bottom: 1em;\">\n\n\n\n\n <li>Individuals entitled to or eligible to enroll in Medicare<\/li>\n\n\n\n\n <li>Individuals residing in a nursing facility or intermediate care facility for Individuals with Intellectual Disabilities (ICF\/IID).<\/li>\n\n\n\n\n <li>Individuals covered under the Medicaid home and community based waiver programs.<\/li>\n\n\n\n\n <li>Non lawful and non qualified non citizens (aliens).<\/li>\n\n\n\n\n <li>Individuals who have military health insurance for active duty, retired military, and their dependents.<\/li>\n\n\n\n\n <li>Individuals eligible for the Medicaid Breast and Cervical Cancer program.<\/li>\n\n\n\n\n <li>Presumptively eligible pregnant women.<\/li>\n\n\n\n\n<\/ul>\n\n\n\n\n\n\n\n\n\n<hr>\n\n\n\n\n<h2>Delaware Diamond State Health Plan (DSHP) 1115 Demonstration Waiver<\/h2>\n\n\n\n\n\n\n\n\n\n<p>Delaware&#8217;s Diamond State Health Plan (DSHP) 1115 Demonstration Waiver was initially approved in 1995 and implemented beginning January 1, 1996.
