Eligibility Criteria


Eligibility for services is established by an individual’s visual acuity as determined by their eye doctor.

Totally Blind: No light perception.

Legally Blind: 20/200 in the better eye with correction, or a field restriction of 20 degrees or less.

Severely Visually Impaired / Partially Sighted: 20/70 to 20/200 in the better eye with correction.


To Apply:

An application to DVI for services can be initiated by any individual who is either visually impaired themselves or is aware of a visually impaired individual. An application can be initiated by contacting a Central Intake Coordinator at (302) 255-9800 and filling out an Eye Report Form (Eye Report Form – text version). Minimal information is needed to start the application process such as name, address, phone number, and date of birth.
