Rate Methodology Information – Information about the different rate setting methodologies used by the DHSS Divisions
Audit & Recovery Management Services (ARMS) – ARMS conducts audits and investigations and also maintains account receivables where public welfare benefits were overpaid to clients by fraud or error.
Budget & Program Analysis/Revenue Management Services (BPA/RMS) – BPA/RMS manages DHSS’s budget requests, prepares expenditure reports, and provides technical assistance.
Focus Contract Management & Procurement (CMP) CMP � Releases Request for Proposals (RFP’s) and Requests for Information (RFI), reviews and executes Contracts and Agreements, and provides Procurement related assistance.
Focus Fiscal Management (FM) – FM processes accounts payable, payroll, grants, cash management, cost allocution, payroll, Controller’s Office financial documents, and other services.
Human Resources Management (HRM) – HRM provides a number of programs including eSTAR, HR training, HR administration, applicant services and Labor Relations/EEO.
Health Care Relief Fund – Funding from the Health Care Relief fund can be used to support COVID-19 related investments made by health care providers.
Information Resources Management (IRM) – IRM is in charge of the Help Desk, application, network, and telephone support. They also provide IT training, management, and purchasing.
Focus Labor Relations – LR provides guidance and advice to supervisors on conduct-related issues and labor issues, and also interprets the Merit Rules and federal labor laws.
Planning Unit – The Planning Unit Provides planning assistance, carries out special in-depth research and analysis and manages projects in the following cross-cutting areas: strategic planning initiatives, policy and procedure documentation and development, program evaluation, protection of human subjects in research, DHSS Library services, Delaware Telehealth Coalition and DHSS Trauma Informed initiatives.
