1332 Waiver

Delaware’s state-based Reinsurance Program helps to lower insurance premiums and make health care more affordable by reimbursing insurers for high-cost claims. The program is funded partly by federal “pass-through” funds that the state recaptures through its 1332 State Innovation Waiver initially approved in 2019 for a five-year period and recently extended through December 31, 2029.
