    The Delaware Institute for Medical Education and Research (DIMER) provides opportunities for Delaware residents to study with Sidney Kimmel Medical College of Thomas Jefferson University of Philadelphia, PA, and Philadelphia College of Osteopathic Medicine (PCOM).

    Since Delaware does not currently have a state-supported medical school, each year twenty (20) admission slots at Sidney Kimmel Medical College and ten (10) admission slots at PCOM are reserved for first year applicants from Delaware, which has increased the odds of acceptance for students from the First State. Eligible applicants must be legal residents of the State of Delaware and meet the premedical academic requirements of the preferred medical college. Bachelor’s degrees from any accredited college or university in the United States are accepted.

    These guidelines provide the framework for how the DIMER Board will make final determinations of State of Delaware residency for the purposes of participating in the DIMER program.

    General Requirements

    • Eligible DIMER applicants must be legal residents of the State of Delaware; and
      • Meet the premedical academic requirements of the preferred medical college – Sidney Kimmel Medical College (SKMC) or Philadelphia College of Osteopathic Medicine (PCOM);
      • A bachelor’s degree from any accredited college or university in the United States.

    Criteria to qualify as a resident of Delaware

    • The applicant must have their permanent address listed in Delaware
    • The applicant must either file their own (most recent tax year) taxes in Delaware OR be claimed as an exemption on taxes by a person filing in Delaware in the most recent tax year preceding the start of undergraduate education (i.e. college or university)
    • If an applicant is registered to vote, the applicant must be registered in the State of Delaware.

    Other factors that may be considered to demonstrate that the applicant is a bona fide resident of the State of Delaware

    • The applicant attended high school in Delaware.
    • Proof of ownership of or leasehold interest in a permanent home in Delaware that is occupied and used as a primary residence by the applicant or the person on whom they are dependent, prior to the applicant enrolling in college or university.
    • Evidence showing that the applicant uses their Delaware address as their permanent address of record, including for health and automobile insurance records, bank accounts, tax records, loan and scholarship records, school records, military records, etc. Evidence must take the form of copies of a minimum of twelve consecutive months of bills or statements.

    This information does not capture every scenario for eligibility. Consideration of other scenarios, and final decisions on eligibility will be made by the DIMER Board.
