The Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) partners with community organizations to deliver essential services to older adults and adults with physical disabilities across Delaware. Contracting with DSAAPD
DSAAPD funds services through a variety of sources, including the Older Americans Act, Social Services Block Grant (SSBG), and state funding. Contracts typically run for one year and are often renewable.
Services are awarded through a structured procurement process that includes:
- Posting of Request for Proposals (RFPs)
- Vendor proposal submissions
- Evaluation and selection
- Contract negotiations
RFP notices are published in the State of Delaware’s Procurement Portal. Look for listings under the Department of Health and Social Services (HSS).

Licensure Requirements
Licensure requirements for many of the services provided to older persons and adults with physical disabilities in Delaware are established through State regulations (known as the Administrative Code). Licensing for these services is the responsibility of the Division of Health Care Quality, Office of Health Facilities Licensing and Certification.
