    Prescription Opioid Settlement Distribution Commission

    The Delaware Prescription Opioid Settlement Distribution Commission (POSDC) is an established committee of the Behavioral Health Consortium (BHC), consisting of an independent, collaborative group of Delaware leaders, policymakers, and public advocates charged with:

    • Providing funding recommendations to the BHC that can remediate and abate Delaware’s opioid crisis.
    • Offering grant awards for evidence-based efforts that treat, prevent, and reduce opioid use disorder and the misuse of opioids.
    • Supporting efforts that implement effective treatment interventions, recovery support, and prevention services.

    Opioid Impact Fund Recovery Support Scholarships

    Using data-driven strategies, the Division of Substance Abuse and Mental Health (DSAMH) leveraged its allocation from Delaware’s Opioid Impact Fee to offer Recovery Support Scholarships for persons with a substance use disorder diagnosis aimed to help increase a client’s retention and engagement in treatment and recovery support services.

    Recovery Support Scholarships have helped address the social determinants of health that affect an individual’s overall health and treatment outcomes by connecting the individuals to resources and wraparound supports within their communities. 

    DSAMH issued a temporary deferment of the recovery support scholarships (formerly under the Opioid Impact Fee fund, commonly called “OIFF scholarships”) effective Friday, April 28, 2023 due to reaching the maximum capacity of funding available.   During this pause, applications will not be accepted or processed.  

    This temporary program pause allows DSAMH to modify program guidelines and manage application volume. Anticipated modifications to the Recovery Support Scholarship program guidelines will include:

    • Strengthening client eligibility parameters to include referral pathways based on client acuity
    • Increasing documentation requirements
    • Aligning the program assistance amount to meet demand

    State Opioid Response (SOR) Initiative

    DSAMH’s Opioid Response Team provides strategic leadership and oversite to all opioid-related programs and activities throughout the Division, with a focus on the planning for and implementation of the State Opioid Response. Subject matter experts from each bureau serve as the main points of contact for all SOR-associated contractors, awardees and collaborators.
