    As an employer, you play a vital role in ensuring Delaware children receive the financial and medical support they need. Your cooperation helps children and families thrive, and we thank you for your ongoing partnership.

    New Hire Reporting

    Under state and federal law, you are required to report all newly hired employees to the Delaware State Directory of New Hires within 20 days of their start date.

    Income Withholding Orders (IWOs) & National Medical Support Notices (NMSNs)

    Effective October 1, 2013, DCSS began issuing one IWO and one NMSN per case (not per employee). This change may result in multiple notices for the same employee if they have multiple child support cases.

    As an employer, you may be required to:

    • Withhold child support payments from an employee’s paycheck and remit them to DCSS
    • Enroll the employee’s child(ren) in an available health insurance plan
    • Withhold premiums to cover the medical support order

    If you receive an IWO or NMSN:

    • Carefully review each notice, especially if the employee has multiple cases
    • Respond promptly to ensure compliance
    • Continue to honor existing IWOs unless otherwise notified

    Submit Payments Electronically

    Option 1: EFT/EDI (Electronic Funds Transfer / Electronic Data Interchange)

    DCSS encourages employers to submit child support payments electronically through the Automated Clearing House (ACH).

    Benefits include:

    • Faster and more secure payments
    • Fewer lost, stolen, or delayed checks
    • Lower processing and mailing costs
    • Support for payments to multiple states

    iPayOnline is a secure, web-based payment platform for employers and individuals.

    Features:

    • No check writing required
    • Group and track payments by employee or department
    • Schedule one-time or recurring payments
    • View payment history
